State regulators say a blackwater spill from a surface mine in Raleigh County affected about 2.5 miles of White Oak Creek and Clear Fork.

The Department of Environmental Protection issued a notice of violation to Pioneer Fuel for the spill from the company's Horse Creek mine near Clear Creek.

Regulators say a failure in a sedimentation ditch cause the spill, which was reported Tuesday morning.
